Business and Enterprise Systems (BES) Process Directory (BPD 6.1)

The BES Process Directory (BPD) is a life cycle management and systems engineering process based on the Integrated Defense Acquisition, Technology, and Logistics Life Cycle Management System; as tailored for Information Technology (IT) systems via the Defense Acquisition Process Model for Incrementally Fielded Software Intensive Programs (see figure below).

The starting point for entry into this process is to determine where your program is in the life cycle and review the artifacts that support that phase of your program.  Upon review, you have the ability to tailor as required by your program.  Air Force Instruction (AFI) 63-101/ 20-101 includes the following on tailoring:

  • Tailoring provides the ability to integrate, consolidate, incorporate, and streamline strategies, oversight, reviews, decision levels, documentation, and information. The purpose is to streamline the acquisition program to the maximum extent possible, consistent with risk, in order to deliver a capability most efficiently and effectively. Milestone Decision Authorities (MDAs) shall promote maximum flexibility in tailoring programs under their oversight to fit particular conditions of that program, consistent with applicable laws and regulations and the time sensitivity of the capability need. The MDA shall ensure that programs are tailored to 1) provide the needed capability to the warfighter in the shortest practical time, 2) balance risk, 3) ensure affordability and supportability, and 4) provide adequate information for decision making. The BPD types of artifacts are listed below:

  • Background - Additional reference materials and guidance
  • Checklists - "Quality Gates" that can be used with each procedure
  • Forms - Formatted forms that can be downloaded
  • Guides - Handbooks to help with the execution of a procedure
  • Lexicons - Handy references when using the BPD (definition of terms, etc.)
  • Operating Instructions
  • Procedures - The core of the process, lists entry and exit criteria for each activity, identifies the role with the responsibility for completing the activity and provides step level instructions for accomplishing each activity.
  • Processes - The basic descriptions of each individual Center-level process or BES-level process to be implemented, with references and links to supporting artifacts and tools.

  • Templates - Formatted work products to assist in the development of life cycle documentation
