What are Third Party Services (1 answer)

I am trying to understand what DoD is referencing when they say the use of any third party service is prohibited, including services such as eBay, PayPal,etc.  I would like to get a list of the Third Party Services that fall under etc?  Almost all websites have some sort of third party service to process purchases, even Mom and Pop operations.

    We apologize for the slow response to the question. Following and attached are the responses that were gathered from the DPAP Purchase Card Policy Office. It appears a specific list is not currently available. Is this guidance does not sufficiently answer your question please respond and we'll try to provide additional guidance. The following policy and FAQ address 3rd Party Payments Guidebook found at http://www.acq.osd.mil/dpap/pdi/pc/policy_documents.html , Paragraph A.1.8 applies: A.1.8 Using Third-Party Payment Merchants (e.g., PayPal) In no instance are CHs authorized to join third-party-payment services (e.g., Pay-Pal) when using the GPC. Where it is identified that a vendor from which the CH is considering acquiring goods or services will be using a third-party payment service to process the GPC, the CH should make every attempt to choose another merchant from which to procure the goods and/or services. If it is still found necessary to procure using a third-party payment merchant, the A/BO must ensure adequate supporting documentation shows there was a detailed review of the purchase and that the use of the third-party-payment merchant was unavoidable. However, transactions made with a third-party payment merchant are considered high-risk transactions for both subsequent audit and data mining screening. When a third-party payment service is used, the CH automatically forfeits all dispute rights guaranteed under the GPC contract. While certain dispute rights accrue by using the third-party payment service, these rights are not as favorable to the CH/Government as those provided pursuant to the GSA SmartPayR contract. Membership with a third-party payment service is not a prerequisite to acquiring goods and services from merchants that accept payment only via third-party payment merchants. FAQ found at http://www.acq.osd.mil/dpap/pdi/pc/faq.html#q6 Can I use Pay Pal for purchases? Answer: Caution- Third-Party-Payment Merchants (e.g., PayPal) are considered high-risk transactions for both audits and data mining screening. Where it is identified that the purchase will be processed via a third-party merchant, the cardholder should make every attempt to find a GPC accepting merchant/vendor from which to procure the goods or services. If it is still found necessary to procure using a third-party-payment merchant, the Approving/Billing Official must ensure there is adequate supporting documentation showing that there was a detailed review of the purchase and that the use of the third-party-payment merchant was unavoidable. Note: Third-Party-Payments mask the actual merchant/vendor and payments could be made to possible counterfeit operations and other questionable merchants/vendors while losing valuable reports to provide the Government with statistics on merchants/vendors being paid with the GPC. The CH should ask the merchant if they use a Third-Party Processor to process their transactions for verification. PCPO response #2
