This opinion of the U.S. Court of Appeals for the Federal Circuit provides a good illustration of the general rule of contract interpretation that meaning must be given to all of the contract provisions. In this case the Army argued for an interpretation of one of the contract's provisions that would have rendered another provision of the contract meaningless. The Court found the Army's interpretation unreasonable and reversed and remanded the decision of the ASBCA.
