DAU Courses on Service Acquisition:

ACQ 165 Defense Acquisition of Services - This course is designed to improve tradecraft in the acquisition of services. The course is based on DoD Instruction 5000.74, Defense Acquisition of Services, and includes services acquisition roles and responsibilities; oversight and approval of contracted services portfolios; requirements development, validation and oversight; data collection, reporting and inventory of contracted services; and acquisition considerations for information technology (IT) services (including IT as-a-service). ACQ 165 is designed for individuals who need to improve their knowledge of developing and defining service requirements, supporting business strategies, coordinating review and approval of services contracts, and effectively managing the resulting contractor performance. However, this course may also serve as an opportunity for experienced acquisition personnel to improve their understanding of the Service Acquisition process, approval levels and reporting requirements.

ACQ265 Mission Focused Services Acquisition - This multi-functional intermediate course provides members of the acquisition team the tools necessary to analyze and apply performance-based principles in developing performance requirements documents and effective business strategies for contractor provided services. This course is specifically designed for those individuals needing to improve their planning, executing, and performance assessing skills related to contracted services. This course uses a 7-Step Services Acquisition process, a team oriented approach and several case-based activities designed to provide students with practical hands-on experience. Successful completion of this course will enable students to apply a life-cycle approach by using results-driven techniques when acquiring the acquisition of services in an integrated process team environment. This is a 4 day inresident course.

DAU Workshops:

Service Acquisition Workshop or SAWThis is a four day crossfunctional workshop conducted at your location.  SAW is a facilitated, hands on workshop designed to help your acquisition team work through the seven step acquisition process.   People who must attend are the program or project manager, contracting officer, CORs, requirements generators, and other stakeholders directly involved in developing and executing the acquisition. Department of Defense Instructions (DoDI) 5000.74 directs multi-functional teams support services acquisition valued in excess of $1 billion to conduct a SAW or an equivalent program of training.

Continuous Learning Modules:

  • Wage Determinations for Service and Construction Contracts (CLC 064) - This module will introduce students to the laws and regulations governing the minimum wage and fringe rates to be paid in most construction and service contracts. 
  • Market Research (CLC 004) - The requirement to conduct market research is not policy; it’s the law. This module provides a foundational understanding of the benefits of effective market research to reduce acquisition costs and cycle times, and provide greater access to advanced technologies. This module covers the differences between tactical and strategic market research; how to consolidate market research results to develop an acquisition strategy.
  • Services Acquisition (CLC 013) - This six hour module will help customers, requirements generators, and acquisition professionals plan, develop and execute a services acquisition.   It will explain how to follow the seven step service acquisition process, including the development of a requirement roadmap, Performance Work Statement (PWS) and Quality Assurance Surveillance Plan (QASP).  
  • Contracting Officers Representative with a Mission Focus (CLC 106) - Provides professionals with the basic skill set needed to be a contracting officer’s representative. It will provide an overview of the acquisition process, teaming, ethics and integrity, authorities, contract classification, contract types, proper file documentation, performance assessment methods, remedies for poor performance, invoice requirements, contract modifications, and contract management. The construct of this module provides a flexible training set that can be tailored to your agency’s contracting officer’s representative training certification program.
  • Contracting Officers Representative (COR) Online Training (CLC 222) - Specifically designed for Contracting Officer's Representatives (CORs) who are responsible for assuring that contractors are performing the technical portion of their job. CLC 222 will provide CORs the breadth of knowledge required to perform their role, including knowledge related to COR roles and responsibilities, as well as fundamentals of contracting regulations, types, phases, and other elements; awareness of ethical, legal, and cultural factors that impact COR responsibilities; and information necessary to effectively evaluate situations, apply knowledge gained, and make correct decisions to carry out COR responsibilities.
  • Contracting Officers Representative (COR) in a Contingency Environment (CLC 206)  Three hour, just in time, training module for CORs  working in a contingency environment.  Emphasis is on contingency unique tools such as SPOT. It covers the basics of contracting, along with the ethical situations and cultural differences a COR may experience while deployed in a contingency operation.
