OFPP Pamphlet No. 4 - Performance Based Contracting Guidance

The Office of Federal Procurement Policy Pamphlet Number 4.  Pamphlet Number 4 was issued in 1980 to supplement the Office of Management and Budget (OMB) Circular A-76.  It was a guide and its ideas have stood the test of time.  There are references to non-existent documents and there are references to policy that existed in the 1970s.  Pamphlet Number 4 is no longer official guidance but the information is relevant and establishes a framework for performance-based contracting.
