Version 1.1 of the DoD Open Systems Architecture Contract Guidebook, May 2013 is now available. It includes a forwarding memorandum from USD AT&L directing acquisition professionals to utilize the OSA business and technical principles contained in the Guidebook. This version includes recommendations for writing a strong, OSA based statement of work, guidance on special interest requirements, recommended contract line items, guidance on obtaining intellectual property and data rights to support full life-cycle competition, and recommended CDRLs.
