Deputy Secretary of Defense Ashton B. Carter issued interim policy on 26 Nov 13, effective immediately, to replace the previous DoD Instruction 5000.02 from 2008, with the exception of Enclosure 9, Acquisition of Services. USD (AT&L) will prepare a revised DoDI 5000.02 within 180 days.
USD (AT&L) Frank Kendall has also provided a 'Memorandum for the Acquisition Workforce" (Dec 02, 2013) discussing the purpose of the new version and the nature of the changes, including implementing a number of statutes and regulations that have come into existence since the last version was published in 2008. This includes integration of Better Buying Power initiatives into the document. Further, Enclosures 2, Section 7d and 3, Section 14 provide significant discussions of the considerations to be made for open systems architecture, open business models and intellectual property strategy.
