Document presents the current U.S. Department of Energy (DOE) Qualified List of Energy Service Companies (ESCOs). The DOE Qualified List of ESCOs is required by the Energy Policy Act of 1992 (as implemented by 10 CFR 436.32). It is the initial component of the federal government’s multi-tiered ESCO evaluation for energy savings performance contracting (ESPC) procurements.
The DOE Qualified List evaluation process is intended as a preliminary, baseline review of the ESCOs’ technical and financial capabilities. As the DOE Qualified List does not provide direct business opportunities, additional evaluations are legally required to award contracts for federal ESPC projects.
Federal contracting officers determine the award of ESPC project contracts based on the requirements and evaluation criteria of each specific procurement opportunity, and the technical capabilities, staff, management, experience, and price of the responding ESCOs. Most of the federal government’s evaluation of an ESCO is conducted in response to an ESCO’s bid for a specific contract. The DOE Qualified List, therefore, is the beginning of the procurement process for federal ESPC projects.
