General Information
A low-speed vehicle is considered a motor vehicle for title, registration, and uniform fee assessment requirements. It is designed for operation at speeds of not more than 25 miles per hour and has a capacity of not more than four passengers, including the driver.
A low-speed vehicle may not be operated if structurally altered from the original manufacturer's design, and cannot be operated on a highway with a posted speed of more than 35 miles per hour. Low-speed vehicles are exempt from county emissions requirements.
Requirements for Titling:
- Title
- TC-656, Utah Title Application
- Vehicle Identification Number (VIN) inspections, if being titled in Utah for the first time. See Form TC-661, Certificate of Inspection. (New vehicles sold by a Utah dealer are exempt)
- At least one person whose name will appear on new title
Requirements for Registration:
- Utah safety inspection certificate, if required
- Payment of age-based uniform fee
- Payment of registration fees
Small Motor Vehicles
A small motor vehicle is a motor vehicle to be registered that has an engine with 150 less cubic centimeters (cc) or a motor that produces five or less horsepower (hp). Small motor vehicles are exempt from county emissions requirements.
Requirements for Titling:
- Title
- Form TC-656, Utah Title Application
- Vehicle Identification Number (VIN) inspections, if being titled in Utah for the first time. See Form TC-661, Certificate of Inspection. (New vehicles sold by a Utah dealer are exempt)
- At least one person whose name will appear on new title
Requirements for Registration:
- Utah safety inspection certificate, if required
- Payment of age-based uniform fee
- Payment of registration fees
