The Department of Energy Hydrogen and Fuel Cells Program Plan outlines the strategy, activities, and plans of the DOE Hydrogen and Fuel Cells Program, which includes hydrogen and fuel cell activities within the EERE Fuel Cell Technologies Office and the DOE offices of Nuclear Energy, Fossil Energy, and Science. It describes the Program's activities, the specific obstacles addressed by each sub-program, the strategies employed, key milestones, and future plans for each sub-program and the Program as a whole. The Plan updates and expands upon previous editions of the Hydrogen Posture Plan, issued in 2006 and 2004, and it continues to serve the purposes for which those documents were developed. The Plan reflects extensive input from stakeholders, including feedback on the original draft version that was posted to the Web for public comment. The Program will continue to periodically revise the Plan to reflect technological progress, programmatic changes, policy decisions, and updates based on external reviews.

The Hydrogen Posture Plan, published in December 2006, outlines a coordinated plan for research, development, and demonstration activities under the Hydrogen Fuel Initiative, both at the Department of Energy and the Department of Transportation.
*This document is currently being updated. Some parts of the existing document may show the previous name of the program within the Office of Energy Efficiency and Renewable Energy (EERE) — the Hydrogen, Fuel Cells and Infrastructure Technologies Program. The program's name was changed to the Fuel Cell Technologies Program in 2009 and then to the Fuel Cell Technologies Office in 2013. Furthermore, the DOE-wide program formerly known as the DOE Hydrogen Program (which integrates hydrogen and fuel cell activities in the Offices of EERE, Science, Fossil Energy, and Nuclear Energy) has also been changed, to the DOE Hydrogen and Fuel Cells Program.
