BLM Seeks Public Input on Proposed El Paso Electric Arizona Interconnection Project

Amrad to Artesia Transmission Line Access Roads Permitting Environmental Assessment

This draft Environmental Assessment (EA) analyzes the effects of the BLM issuing a proposed right-of-way grant amendment to El Paso Electric for construction, operation, maintenance, and termination of power line access roads.  The amendment would allow El Paso Electric to enhance access to existing roads along a 345-kilovolt (kV) transmission line from a substation located near White Sands Missile Range (substation referred to as Amrad) to Artesia, New Mexico.  The project will also allow for the safe operation and maintenance of the existing 345kV transmission line structures.  The comment period for the project runs through August 29, 2016.  Instructions for submitting comments are outlined in the Dear Reader Letter below.  For information on the EA, please contact Realty Specialist Anthony Hom at 575-525-4331.

Leasing of the Federal minerals in Sierra, Otero, and Doña Ana Counties are and will be deferred until a Record of Decision (ROD) for the TriCounty Resource Management Plan (RMP) is signed. The Federal Register Notice of Intent published December 19, 2013, initiated a deferment of all fluid mineral lease sales in the entire planning area until a ROD for the TriCounty RMP/Environmental Impact Statement (EIS) is obtained. The deferment of all fluid mineral leasing preserves the BLM’s ability to analyze a range of alternatives, including analysis of a No Leasing alternative.
