USDA Rural Development is headed by an Under Secretary who is directly appointed by the President of the United States and confirmed by the U. S. Senate.

The Under Secretary provides executive direction and policy leadership to support the overall mission to bring enhanced economic opportunity to America's rural communities.

The Under Secretary is supported by a current team consisting of two Deputy Under Secretaries and the three Administrators of the respective Mission Areas: Rural Business and Cooperative Service, Rural Housing Service and the Rural Utilities Service. Administrative, managerial, human capital and operational support is provided by leadership from Rural Development's Offce of Operations and Management.
