FY2017 Prescott Grants

Background

The Marine Mammal Rescue Assistance Act of 2000 amended the Marine Mammal Protection Act (MMPA) to establish the John H. Prescott Marine Mammal Rescue Assistance Grant Program.  The Prescott Grant Program, provides grants or cooperative agreements to eligible stranding network participants for:

Who Can Apply

Eligible applicants are currently active, authorized participants or researchers in the National Marine Mammal Stranding Network. Eligible applicants must be:

  1. Stranding Agreement (SA) holders or their designee organizations
  2. holders of researcher authorization letters issued by a NMFS Regional Administrator and/or an MMPA and/or ESA scientific research or enhancement permit
  3. an eligible Federal, state, or local government personnel or tribal personnel (pursuant to MMPA Section 109(h) (16 U.S.C. 1379(h))
  4. diagnostic laboratories performing services for the stranding network.

An applicant cannot be a current full- or part-time DOC or DOI employee.

How to Apply

Proposals should be submitted through Grants.gov, the online portal to all Federal grant opportunities. Please note that you must be registered with Grants.gov in order to apply for funding electronically. The registration process can take several days. When to Apply

Electronic submissions through Grants.gov must be received by 11:59 p.m. EDT on  October 5, 2016.  Proposals submitted by mail must be postmarked and time-stamped by October 5, 2016. The grant schedule below provides additional information about the timing of various stages of the grant cycle.

2016

July 27: Announcement of FFO posted on Grants.gov.

July 27-October 5: Submission period. Applications must be received by October 5, 2016.

October-January (12 weeks): Proposals screened for eligibility and required elements; reviewers solicited and assigned to proposals; proposals undergo technical review.

2017

February/March (2 days): Program Review Panel meeting convened; funding recommendations made.

March/April (1-2 weeks): Deputy Director reviews proposals and makes final recommendations for FY2017.

April-June (2-3 months): Pre-award negotiations with recommended applicants; submission of award files to NOAA Grants Management Division.

June-August: FY2017 awards finalized by NOAA Grants Official; award recipients notified (via email); Prescott Program Office notifies non-recipients (via email) after all recipients have been notified.
