Founding Legislation - Office of Minority Economic Impact

The Office of Minority Economic Impact, now titled the Office of Economic Impact and Diversity, was established in Fiscal Year 1979 pursuant to Section 641, Title VI, Part 3 of the National Energy Conservation Policy Act of 1978. The following document is a copy of the legislative mandate of the Office of Minority Economic Impact.

It includes:

  • Establishing a Director appointed by the President with the advice and consent of the U.S. Senate.
  • Giving the Director duties including advising the Secretary on the policies, regulations, and other actions of the Department on minorities and minority business enterprises and insuring minorities are fully integrated into the energy programs of the Department.
  • Conducting ongoing research to determine effects of energy programs on minority communities.
  • Providing management and technical assistance to minority communities, minority educational institutions, and minority businesses to participate in the research, development, demonstration, and contract opportunities of the Department.
