The DoD Enterprise Software Initiative (ESI) is an official DoD initiative sponsored by the DoD Chief Information Officer (CIO) to lead in the establishment and management of enterprise COTS IT agreements, assets, and policies. DoD ESI lowers the total cost of ownership across the DoD, Coast Guard and Intelligence Communities for commercial software, IT hardware, and services.

DoD ESI was formed in 1998 by Chief Information Officers at the Department of Defense to save time and money on commercial software. A joint team of experts (Software Product Managers or SPMs) consolidates requirements and negotiates with commercial software publishers, hardware sellers and IT service providers resulting in a unified contracting and vendor management strategy across the entire department.

In its first ten years of operation, DoD ESI achieved a cost avoidance of over $3 billion off prices established on the GSA Federal Supply Schedule by negotiating discounts of as much as 86% off list prices for software, hardware and services. Smart purchasing practices yields better contracting terms and conditions for DoD programs.

IBM Consolidated Products – DoD ESI Program has awarded the IBM On-Ramp Blanket Purchase Agreement (BPA) with Softchoice, Inc. to provide IBM Software product licenses and maintenance to DoD agencies and their support contractors, the U.S. Coast Guard and the Intelligence Community. The BPA was awarded competitively against GSA schedule. Ordering is decentralized. Customers will use their designated contracting shops to process orders in accordance with FAR Part 8. Microsoft Products – The DOD ESI has established multiple award Blanket Purchase Agreements against GSA Schedules for Microsoft products. The Microsoft authorized GSA Large Account Resellers listed have BPAs that include Licenses and Software Assurance for desktop configurations, servers and other products. In addition, any Microsoft products available on the GSA Schedule can be added to the BPA. Contact the Government Contracting Officer or the Government Software Product Manager listed under "POCs."

The Microsoft BPAs were awarded non-competitively against GSA schedule. Ordering is decentralized. Customers should use their normal contracting shops to process orders in accordance with FAR Part 8. Compusearch
Compusearch Software Systems, Inc. BPA – This agreement expires 07/25/2016 with two one-year option periods to extend. Products include licenses, subscription support and professional services. Compusearch products are web-based tool applications used to support the complete acquisition management lifecycles, from initial planning and requisitioning through award and closeout and full contract lifecycle management from bid through contract award and modifications to final closeout. Among the products available through the DoD ESI BPAs are the Prism and SPectrumCLM installation packages. The DoD ESI BPAs for Compusearch software are available to all DoD components including the Intel community and offer 20% minimum discount off of GSA pricing for all product purchases. Maintenance, Training and Professional Services discounts will be less. Forrester Research: The Department of the Navy SPAWARSYSCEN Pacific Code 55390 and the Naval Supply Systems Command, Weapon Systems Support, Mechanicsburg, Pennsylvania has successfully completed the award of a new Blanket Purchase Agreement (BPA) for Forrester Research. Forrester Research is an independent technology and market research company which focuses on delivering research-based services to their customers. They align research, data, advisory and consulting services to their customer agendas and help customers understand existing and potential impacts of technology.

The DoD ESI BPA contract with Forrester is available to all DoD components including the Intel community and offers discounts of up to 5% from GSA prices. Forrester will work with the various DoD components to create a customized package that fits each component’s needs and is based specifically on their requirements.

Department of the Navy Agreements

Use of DON ELAs, where available, is mandatory by all DON organizations and programs per the joint memo "Mandatory Use of DON Enterprise Licensing Agreements," which was signed Feb. 22, 2012, by the Department of the Navy Chief Information Officer, the Assistant Secretary of the Navy for Research Development and Acquisition, and the Assistant Secretary of the Navy for Financial Management and Comptroller.

Oracle
The five-year agreement supports DON information technology efficiency efforts by consolidating procurement of all Oracle software across the department. This ELA, awarded to Oracle reseller DLT Solutions, gives the DON unlimited use of the following core products: Oracle Database Enterprise Edition, five Database Options (Data Base Life Cycle Management, Advanced Security, Diagnostics Pack, Tuning Pack, and Partitioning), and WebLogic Suite. All DON organizations are required to use this agreement.

Microsoft
This agreement supports the renewal of SA and procurement of new Microsoft brand software licenses with SA, subscriptions and SA-step up (SASU) for desktop and server based products.

The agreement, valid through 2018, continues to consolidate previously purchased Microsoft licenses used across the enterprise; and, therefore, optimizes cost savings by leveraging the full purchasing capacity of the department. Acquired licenses and SA must be compatible and interoperable with existing DON hardware and technology equipment. The estimated value of the BPA, including the base period and two option periods, is 543.72 million.

CISCO/SMARTnet
The Cisco Technical Knowledge Library (TKL) provides Department of Navy users with access to valuable Cisco intellectual property, including a wide range of technical white papers, design guides and on-demand videos based on Cisco's broad network optimization expertise. There is also Cisco press titles, case studies, validated configurations, and self-study guides to help you understand and avoid common problems and accelerate learning on Cisco products and technologies. TKL is organized into five architectural solution modules — Wireless, Security, Network Infrastructure, Collaboration, and Data Center.

Cisco Technical Education (CTE) offers just-in-time training on network routing, switching, data center, and security technology, from any location. Department of Navy administrators may also develop curricula, track student activities and print portal utilization reports.

DON JELA Support Portal supports the entire Department of the Navy’s Cisco networking equipment is consolidated under one master Joint Enterprise Level Agreement. A range of technical services are provided through that agreement. You now have available a new web site, the Cisco DON JELA Support Portal, that provides a secure, single point of access to information about those services and how to request them. All new licenses, except for Endpoint Encryption Suite, require a separate LSJ.
