Juan P. Osuna
Director

Attorney General Eric H. Holder Jr. appointed Juan P. Osuna as the director of the Executive Office for Immigration Review (EOIR), Department of Justice (DOJ) in May 2011. Mr. Osuna received a Bachelor of Arts degree in 1985 from George Washington University, a Juris Doctor degree in 1988 from the Washington College of Law at American University, and a Master of Arts degree in law and international affairs in 1989 from American University’s School of International Service. From December 2010 to May 2011, Mr. Osuna served as acting director of EOIR, DOJ. From June 2010 until December 2010, Mr. Osuna served as an associate deputy attorney general for DOJ working on immigration policy and other issues. From May 2009 to June 2010, he was a deputy assistant attorney general in the Civil Division, Office of Immigration Litigation, DOJ, where, in addition to handling immigration policy, he oversaw civil immigration-related litigation in the federal courts. In September 2008, Attorney General Michael B. Mukasey appointed Mr. Osuna as chairman of the Board of Immigration Appeals (BIA), a position he held until May 2009. Prior to that, he served as a member of the BIA, having been first appointed to the BIA by Attorney General Janet Reno in August 2000. During his tenure as a board member, he served as both acting chairman and acting vice chairman. Before joining DOJ, Mr. Osuna held various senior editorial and management positions at West Group (now a division of Thomson Reuters). He teaches refugee law and policy at the Georgetown University Law Center in Washington, D.C. He is a member of the Pennsylvania Bar.
