The next time you talk
on a cellular phone or step on your car's anti-lock brakes think of technology
transfer. These innovations owe their start respectively to combat radio
equipment and brakes for aircraft. The pooling and sharing of expertise—the whole
idea of technology transfer—creates a win-win situation for both industry and
government.
APOBS - Rocket Motor Deployed Obstacle Clearing
Industry takes
technology available from the federal government and explores successful
commercialization possibilities; for example, airbags from military gas
generators. Government takes technology available from the private sector and
applies it to energetics manufacturing; for example, food and plastics industry
equipment used to mix energetic materials. Technology transfer provides the
military products at lower costs with higher quality, greater reliability, and
easier maintainability.

When industry, academia,
and government experts work together to improve
productivity, producibility,
and responsiveness, they (1) identify technologies which have the greatest need
of development, (2) execute projects to address those needs, and (3) implement
successful results.
The EMTC is making a
substantial contribution to the Navy by:
- Improving the productivity of the industrial base
- Increasing manufacturing flexibility
- Reducing life cycle costs
- Enhancing the quality of products
- Promoting dual-use
technology development.
