On this page, you will find the pardon
guidelines and the
application established by Governor Martinez. Governor Martinez set strict prerequisites before felony convictions or, on a limited basis, misdemeanor convictions will be considered for a pardon. It is the applicant’s obligation and responsibility to determine whether he/she meets the eligibility requirements. There will not be any exceptions made to the governor’s guidelines and it
will weigh against you in future pardon requests if the guidelines are ignored.
If you determine that you meet the prerequisites, please legibly fill out the
application and return it to the address listed below. Any application that cannot be read or is not complete will be returned, in entirety. When the Office of the Governor receives the application, you will receive one of two letters: a letter confirming your eligibility for consideration or a letter indicating that the governor will not consider your request (a reason may or may not be provided). Please trust that you will receive the follow up correspondence, and phone calls checking on your application’s status should be limited. All decisions regarding eligibility are final.
The governor will only grant a pardon in extraordinary circumstances and the natural consequences stemming from a felony conviction (i.e. inability to secure employment) are not considered extraordinary for purposes of a pardon. If the sole basis of your request is to remove an impediment that is a natural result of your conviction, then your
application will be returned with a request for information on your accomplishments, achievements and/or letters of recommendation.
