Limiting grade promotions in public schools by providing that a student who is not proficient in reading at the end of the third grade will be retained in the third grade for one year and providing for assessment, remediation programs, and intervention to address deficiencies identified between kindergarten and the third grade.
A bill clarifying the application of the high-wage jobs tax credit to wages and benefits, defining wages and benefits for purposes of the high-wage jobs tax credit, and clarifying the eligibility criteria for the high-wage jobs tax credit.
A bill requiring unemployment insurance contributions to remain at the contribution schedule 1 rate through the end of the calendar year 2013, transferring $130 million in reserves to the unemployment insurance fund to maintain an adequate reserve in that fund, and directing the advisory council previously created in the unemployment compensation law to prepare recommendations to the legislature for statutory changes to provide for the permanent solvency of the fund while assuring impartiality and freedom from political influence
