Regional Director

Welcome to Region 15 of the National Labor Relations Board. We conduct elections, investigate charges of unfair labor practices, and protect the rights of workers to act together, serving the states of Louisiana, Arkansas and Alabama, as well as southern Mississippi, western Tennessee, western Florida, and four counties in Missouri from our office in New Orleans. If you have questions or wish to file a charge or petition for election, please visit our office or call and ask for the Information Officer on duty. We can arrange to have someone speak with you in the language of your choice. We are also happy to provide speakers and materials to promote a greater understanding of the National Labor Relations Act.

SEEKING VOLUNTARY FIELD EXAMINER INTERNS
This Regional Office participates in the NLRB’s Volunteer Field Examiners Program for undergraduate and graduate students.  The Volunteer FX interns assist in conducting unfair labor practice investigations, arranging representation elections, conducting elections and performing basic legal research. Volunteer Interns will work directly with agents and report to a supervisor who will guide them in handling case work and investigations. Interns may be briefed by senior officials from throughout the Region and Agency about the NLRB and the NLRA. Interns will be asked to produce written work products summarizing the results of investigations along with recommendations.  The Agency will work closely with participating schools to ensure class credit where permitted or desired and will provide on-the-job training as well as training on the NLRB through live and video presentations of the Agency’s Summer Intern Program and regularly scheduled Board Agent training.  Please click on the following link: Student Positions - Pathways and volunteer for more information.  

 

News From the Region

Effective July 1, 2016, Region 15 will switch from its analog telephone system to NLRB Skype for Business (SfB) communications system.  The Region will maintain its main phone number, fax number, as well as the IO number to avoid confusion.  However, all employees phone numbers will change, and individuals seeking a particular Region 15 employee should call the Regions main office number.  The employees old telephone numbers will cease to work at the close of business on June 30, 2016.

Ozburn-Hessey Logistics has taken action to reinstate nine wrongfully discharged employees and cease anti-union activities in compliance with a January 29th order from the United States District Court for the Western District of Tennessee. District Judge John Fowlkes found that there was cause to believe Ozburn-Hessey had engaged in a series of unfair labor practices and granted the National Labor Relations Board’s request for relief in order to prevent irreparable harm to the terminated employees and continued misconduct by the Employer.

On February 5, 2014, the Board authorized the NLRB’s New Orleans Regional Office to institute Section 10(j) injunction proceedings against Southern Bakeries, LLC (Employer) of Hope, Arkansas for its unlawful undermining of the Bakery, Confectionery, Tobacco Workers and Grain Millers International Union, Local 111 (Union) during negotiations for a successor collective-bargaining agreement, as well as its subsequent withdrawal of recognition of the Union as its employees’ exclusive bargaining representative. 

On August 29, 2014, Regional Director M. Kathleen McKinney signed a local memorandum of understanding with the Consulate of Mexico in New Orleans, Louisiana.  The purpose of the local memorandum of understanding is to strengthen the collaborative efforts between Region 15 and the Consulate of Mexico to provide Mexican workers, their employers, and Mexican business owners in the United States with information, guidance, and access to education regarding their rights and responsibilities under the National Labor Relations Act. 

National Labor Relations Board Chairman Mark Gaston Pearce and Acting General Counsel Lafe Solomon have announced the appointment of Christopher J. Roy as Officer-in-Charge of the Agency's newly-designated Subregional office in Memphis, Tennessee (Subregion 26).  In his new position, Mr. Roy will assist Kathleen McKinney, Director of the NLRB’s Region 15 in New Orleans, in enforcing the National Labor Relations Act in western Tennessee, Arkansas, and northern Mississippi.  Mr.
