Regulations promulgated pursuant to the Resource Conservation and Recovery Act (RCRA) establish a “cradle-to-grave” system governing hazardous waste from the point of generation to disposal. Although RCRA is a federal statute (see RCRA Online for federal information), most states implement the RCRA program and therefore the rules for managing hazardous waste can vary from state to state.
