The Army's Judge Advocate General's School teaches a week-long Fiscal Law Course typically twice per year. Because of the high demand for this course, it is difficult to get into, and virtually impossible to get into if you are not an attorney or resource manager.
To accommodate the demand, the JAG School has been doing a live studio broadcast of a similar course each year. Better still, they videotape that live broadcast and later turn that video into an online course, the "Comptrollers Accreditation and Fiscal Law Course," which you can take online at https://jag.ellc.learn.army.mil/webapps/portal/frameset.jsp. Completing that online course satisfies the re-certification requirement that funds control personnel have.
However, the studio broadcast/online versions are not as good as the resident versions. They are shorter, just 3.5 days long. And without the live interaction, the students (and the professors, who are just sitting and staring into a camera lens talking) find it less than exciting. But it has the information, and you can take it online over a period of time, whenever it's convenient for you.
A better choice is to attend a resident (live, in-person) version. Each year the DoD IG's Office puts on the DoD IG Comptroller Accreditation Fiscal Law Course, which is fairly easy to get into. It is taught by the same professors at the JAG School. It is held in January or February in the Washington, DC area, typically at Fort Belvoir.

The Fiscal Law Course is taught at the Army JAG School Fiscal Law Course and by video teleconference from Air University. It may be taught elsewhere but this is the most current information that I was able to obtain.
