Pursuant to KRS 278.460, the Kentucky Public Service Commission has determined that the interest rate on utility deposits for the calendar year 2017, effective January 1, 2017, shall be:

WATER DISTRICTS

To all Water Districts

Kentucky law requires a Water District to inform the Public Service Commission when a vacancy occurs on the Water District’s Board of Commissioners. Water Districts are also required to notify the Public Service Commission when an appointment has been made to fill a vacancy on the Water District’s Board of Commissioners.

KRS 74.020 (9) (a) and (b) governs the notifications that a Water District must send to the Public Service Commission and provide that:

(a) Within thirty (30) days of the occurrence of a vacancy on its board of commissioners resulting from the expiration of a term or the death, resignation, or removal of the incumbent, a water district shall notify in writing the Public Service Commission of the existence of the vacancy. The notice shall include the name of the commissioner who last held the position and the date on which the unexpired term will end.

(b) Within thirty (30) days of the appointment of a commissioner and the appropriate fiscal court’s approval of that appointment, a water district shall notify the Public Service Commission of the appointment. The notice shall include the appointed person’s name and the date of the expiration of his or her term.

Please also be advised that, pursuant to KRS 74.020(4) if a vacancy is not filled within 90 days of the vacancy occurring, the responsibility of filling the vacancy falls to the Public Service Commission.

Concentric Energy Advisors has completed its focused management and operations audit of Big Rivers Electric Corporation (“Big Rivers”). The public version of the report is available below.

Big Rivers is a member-owned not-for-profit generation and transmission rural electric cooperative organized pursuant to KRS Chapter 279. Big Rivers is in transition from having a total system load of roughly 1,500 MW, with 850 MW consumed by two aluminum smelters, to a total system load of 650 MW after the departure of the smelters.

In April 2014, the Kentucky Public Service Commission (PSC) ordered that a focused management audit be conducted of the strategic planning, management, and decision-making of Big Rivers relating to its efforts in mitigating the effects of the loss of the smelter load. An RFP was issued and Concentric Energy Advisors was selected to conduct the review.

An action plan addressing the findings and recommendations made by Concentric Energy Advisors was completed in December 2015. The PSC will monitor the implementation of the action plan until all of the recommended actions have been completed.

During the 2014 General Session, the Kentucky General Assembly amended KRS 278.380 to allow electronic delivery of all Kentucky Public Service Commission orders. This includes data requests, as well as all other case-related documents. Electronic transmission may include either an electronic version of the order or document or a hyperlink to the order or document on the PSC website. The mailing date of the order or document will be the date of the electronic transmission.

Any applicant or party desiring delivery of orders or documents by postal mail may request such delivery from the PSC and demonstrate good cause for the request.

It is the responsibility of parties to provide the PSC with a valid and current e-mail address for delivery of orders and to configure e-mail systems, including spam blockers and firewalls, to permit electronic delivery of orders, including any attachments.
