This report has been written for the Department of Energy’s Office of Electricity Delivery and Energy Reliability to support the Office of Energy Policy and Systems Analysis in their writing of the Quadrennial Energy Review in the area of energy resilience. It covers the topics of measuring and increasing energy resilience, including definitions, means of measuring, and analytic methodologies that can be used to make decisions for policy, infrastructure planning, and operations. The report presents a risk-based framework that provides a standard definition of a resilience metric and provides use cases regarding electricity, petroleum, and natural gas to provide tangible examples of how resilience metrics can be put into practical use. It also includes suggestions for research and development that will further accelerate the resilience of energy infrastructures.
