Carlsbad Resource Management Plan

The Carlsbad Field Office is revising its Resource Management Plan (RMP).  The RMP outlines the BLM’s long-term, "landscape-level" plans and goals for the public lands in Lea, Chaves, and Eddy Counties.  RMP development began with a notice of intent published in the Federal Register in June 2010.

The BLM will release its draft RMP and draft environmental impact statement (EIS) to the public for review and comment in fall 2016.  In the draft RMP/EIS, the agency is considering several ways to resolve land and resource use issues and conflicts.  The decisions made will determine how the public lands and resources in the planning area will be used for the next 15 to 20 years. 

Changes in population, types of uses, technologies, user interests, and public understanding of resource availability, capabilities, and constraints have made the existing RMP and its amendment decisions less effective in allocating use.  It has become increasingly difficult to find public land parcels with non-conflicting uses in the planning area.

The agency must engage various communities to get the draft RMP/EIS to the public.  This includes explaining and encouraging public involvement to ensure a successful outcome from the planning process.
