Regional Director

Welcome to the Region 4 of the National Labor Relations Board. We conduct elections, investigate charges of unfair labor practices, and protect the rights of workers to act together, serving eastern Pennsylvania and southern New Jersey from our office in Philadelphia. If you have questions or wish to file a charge or petition for election, please visit our office or call and ask for the Information Officer on duty. We can arrange to have someone speak with you in the language of your choice. We are also happy to provide speakers and materials to promote a greater understanding of the National Labor Relations Act.

SEEKING VOLUNTARY FIELD EXAMINER INTERNS
This Regional Office participates in the NLRB’s Volunteer Field Examiners Program for undergraduate and graduate students.  The Volunteer FX interns assist in conducting unfair labor practice investigations, arranging representation elections, conducting elections and performing basic legal research. Volunteer Interns will work directly with agents and report to a supervisor who will guide them in handling case work and investigations. Interns may be briefed by senior officials from throughout the Region and Agency about the NLRB and the NLRA. Interns will be asked to produce written work products summarizing the results of investigations along with recommendations.  The Agency will work closely with participating schools to ensure class credit where permitted or desired and will provide on-the-job training as well as training on the NLRB through live and video presentations of the Agency’s Summer Intern Program and regularly scheduled Board Agent training.  Please click on the following link:  Student Positions - Pathways and volunteer for more information.  

News From the Region

Washington, D.C. -- National Labor Relations Board (NLRB) General Counsel Richard F. Griffin, Jr. has named Richard P. Heller the Regional Attorney for the Agency’s Region 4 Office in Philadelphia. In this position, Mr. Heller will assist Regional Director Dennis Walsh in the enforcement and administration of the National Labor Relations Act in eastern Pennsylvania and southern New Jersey.

In light of the expected large influx of visitors to Philadelphia PA in the days leading up to the Papal visit to that city scheduled for September 26 and 27, 2015, the Agency’s Philadelphia Regional Office will not be open to the public on Friday, September 25, 2015. 

The Philadelphia Regional Office will not schedule representation or unfair labor practice hearings from Thursday, September 24 through and including Monday, September 28.  Moreover, the Regional Office will be unable to receive mail or other deliveries on Friday, September 25. 

On April 13, 2015, 10 a.m. to 12 p.m, Region 4 will make a presentation on the R-case rules to the Local ABA Practice and Procedure Committee at the ABA Conference Center at 1101 Market Street, 11th Floor, Philadelphia, PA 19107.  Registration Point of Contact:  ARD Harry Maier (215) 597-7610 - Registrations are limited to a total of 100 participants due to the size of the room.  Please register by Thursday, April 9, 2015 as registrations received after that date will not be added to the building security list which may cause delays in the check-in process.

Following the Board’s authorization, Regional Director Dennis P. Walsh ratified all of his actions from the date of his initial appointment to July 18, 2014.  These ratifications include all personnel and administrative decisions, all actions in representation case matters, and all actions in unfair labor practice cases.  Please see the attached link of his signed ratification document.

On Friday, April 19, 2013, at 11:00 a.m., Dennis P. Walsh will be installed as Regional Director of Region Four of the National Labor Relations Board before the Honorable Theodore A. McKee, Chief Judge, United States Court of Appeals for the Third Circuit at the James A. Byrne United States Courthouse, Ceremonial Courtroom, located at 601 Market Street, Philadelphia, Pennsylvania.
