                               A TRIBUTE

    It was tragic that Lewis Deschler did not live to see the 
publication of these precedents; for these volumes are a monument to 
his service as Parliamentarian of the U.S. House of Representatives 
from 1928 to 1974. At the time of his death in July, 1976, the 
manuscript was essentially complete. Where chapters still required 
further editorial assistance, it was provided by those persons to whom 
he had given acknowledgement in the paragraph preceding this note.
    The House will be forever in the debt of its former 
Parliamentarian, Lewis Deschler, for his contributions to the 
legislative process.
