Documents

  • FTA’s Title VI Civil Rights Circular - Federal law requiring nondiscrimination in federally assisted programs.
  • Federal Actions to Address Environmental Justice in Minority Populations and Low-Income Populations (Executive Order 12898) - Establishes environmental justice as an integral part of the National Environmental Policy Act (NEPA) process: numerical analysis of environmental justice impacts; effective public participation by low income and minority groups in the decision making process; and mitigation strategies to address significant and adverse environmental justice impacts.
  • Order to Address Environmental Justice in Minority Populations and Low-Income Populations - US Department of Transportation's agency order establishing procedures for compliance with Executive Order 12898. Establishes requirements for integrating environmental justice into the NEPA process through analysis of environmental justice impacts and public involvement, as well as definitions of relevant terms.
  • The Promising Practices Report is a compilation of methodologies gleaned from current agency practices identified by the NEPA Committee concerning the interface of environmental justice considerations through NEPA processes. The EJ IWG and NEPA Committee hope that this compilation will disseminate promising environmental justice practices across the federal government so that we can learn from one another about effective ways to build robust consideration of environmental justice into our NEPA practice. This document draws from existing environmental justice and NEPA Guidance developed by White House Council on Environmental Quality (CEQ) and federal agencies.
