Office of Program Oversight

Overview

The Office of Program Oversight is responsible for the development and implementation of an effective and comprehensive national oversight program to ensure that funding recipients remain compliant with the requirements of FTA’s assistance programs. Fosters stewardship of federal funds.

The office institutes oversight performance metrics and analyzes nationwide recipient compliance trends. Develops and implements technical assistance and training tools and events based on recipient oversight trend analysis.

Selene Faer Dalton-Kumins, Director

Selene is Director of Office of Program Oversight, which oversees more than $8 billion of annual Federal support to public transportation systems throughout the United States. Selene began her transit career as the ADA communications outreach specialist at the Washington Metropolitan Area Transit Authority (Metro) and was appointed the director of MetroAccess, Metro’s paratransit operation in 2007. In 2011, Selene joined FTA as Deputy Director of the Office of Civil Rights where her actions simplified the Americans with Disabilities Act (ADA) Compliance Review process.

Since her 2012 appointment, she spearheaded the development of and implementation of a redesigned and streamlined Triennial Review Program affecting approximately 600 transit grantees. Selene led the redesign and implementation of FTA’s annual internal grantee oversight assessment, implementation of the streamlined State Management Review Program, and initiated the development of enhanced performance metrics and standard operating procedures for program oversight.
