MEMORANDUM FOR ALL EMPLOYEES
FROM: Kenneth A. Blanco
SUBJECT: Equal Employment Opportunity and Diversity Policy

This policy statement reflects the Financial Crimes Enforcement Network’s (FinCEN’s) commitment to a work environment that is diverse, inclusive, and free from any unlawful discrimination, prohibited harassment, and retaliation in all aspects of employment policies and practices. For FinCEN to be a high-performing organization, we must continuously foster an inclusive work culture that maintains an environment that embraces our nation's diversity.

All employees and applicants for employment, regardless of race, color, age, national origin, religion, sex (including pregnancy, sexual orientation, gender identity, and transgender status), disability (physical or mental), parental status, or genetic information, will be treated with respect, dignity, and professionalism. Every employee and candidate for employment will have the freedom to compete on a fair and level playing field with equal opportunity. Managers and supervisors will ensure fairness and equity in personnel employment programs, management practices, and decisions, including, but not limited to, recruitment, hiring, merit promotions, transfers, reassignments, training, career development, benefits, and separations.

Anyone who believes they are experiencing unlawful discrimination or harassment should bring these concerns to his or her supervisor, a member of his or her management team, or the appropriate agency officials as outlined in FinCEN's Anti-Harassment policy. FinCEN does not tolerate inappropriate behaviors or workplace harassment and will take immediate steps in keeping with the harassment policy to address any misconduct.

Employees and applicants who believe they have experienced any form of unlawful discrimination or reprisal for protected Equal Employment Opportunity (EEO) activity should contact the Office of Equal Opportunity and Diversity (EOD) and must do so within forty-five calendar days of the alleged discrimination or reprisal to preserve the right to raise a formal complaint. Retaliation of any form against an employee who reports unlawful discrimination, harassment, or engages in the EEO process is prohibited.

I expect all employees to help promote and sustain a culture where everyone is valued and respected for who they are and their contributions to our mission.

If you have any questions, please contact the Office of Equal Opportunity and Diversity at 703-905-5052.
