Designation Renewal
The Department of Health and Human Services (HHS), as required by Congress, established the Designation Renewal System (DRS) to determine whether Head Start and Early Head Start agencies deliver high-quality and comprehensive services to the families they serve. DRS established five year grant periods for all Head Start service awards, with many agencies receiving further five year grants without competing for funding. Any agency which meets a specified condition during the course of the grant period is not eligible for funding without competition. Instead, the opportunity to provide Head Start services in that area is made available to any interested agency which submits a competitive application in response to a funding opportunity announcement (FOA).

New Data on Improving Quality in Head Start Programs
Four new reports provide evidence that, since the last reauthorization, quality in Head Start has increased across the country. These new reports include an evaluation of the implementation of the Designation Renewal System (DRS), and data showing significant improvements in the quality of Head Start classrooms. The findings across all four reports tell the story of ongoing improvement, areas to strengthen, and significant successes upon which to build. -

At the beginning of July, 96 agencies received grants through HHS’ Administration for Children and Families (ACF) to provide Head Start and Early Head Start services in their communities for the next five years. U.S. Department of Health and Human Services (HHS) notified 12 Head Start grantees that they have been designated to compete for continued Head Start funding. These grantees have been designated to compete as they met a specified condition during the course of their grant period. -

Fourth Cohort of Head Start Grantees Designated to Compete for Funding
U.S. Department of Health and Human Services (HHS) notified an additional 90 Head Start grantees that they have been designated to compete for continued Head Start funding. These grantees have been designated to compete as they met a specified condition during the course of their grant period. With this fourth cohort of notifications, all grantees have been evaluated under the Designation Renewal System (DRS). The national Classroom Assessment Scoring System (CLASS®) summary information for 2014 has also been posted. -

Head Start Grant Opportunities Focus on Community Needs and Collaboration
ACF has released 122 funding opportunity announcements (FOAs) totaling about $600 million to provide Head Start and Early Head Start services to children and families in communities across the country. Most of the posted announcements offer the opportunity for a “birth-to-five” approach. FOAs are posted on ACF's funding opportunities site. Applicants have 60 days to submit their grant proposals online through www.grants.gov. An applicant support website is available to help organizations with the application process. -

Head Start Birth-to-Five Pilot Shows strong Push for Earlier Care and Education
Negotiations have begun for 15 organizations to receive federal funding as part of a new Birth-to-Five pilot for Head Start and Early Head Start services. The pilot aims to give communities greater flexibility in designing programs to better serve the needs of young children and communities from birth until they enter pre-k or kindergarten. -

Head Start Grant Opportunities Expand Successful Birth-to-Five Pilot Initiatives
The Department of Health and Human Sevices (HHS), Administration for Children and Families (ACF) has released 123 funding opportunity announcements (FOAs) for organizations interested in providing Head Start and Early Head Start services. About half of the opportunities will replicate a successful "birth-to-five" pilot initiative that encourages applicants to develop innovative plans to deliver services to children from birth through kindergarten entry in a single application.FOAs are posted on ACF's Funding Opportunities site.
