Replace a Limited Validity Passport
A limited validity passport describes any passport issued with less than full 10-year validity for those 16 years and older and less than 5-years validity for those under age 16. If you have been issued a passport that has been limited in validity, the process for obtaining a new full-validity passport depends on how long ago it was issued and where your passport was issued.
Please note - You will not be asked to provide credit card information on this site. The Department of State does not currently have the option to pay online for passport services, although this service may be offered in the future.
If your limited passport is an emergency passport which was issued overseas, and was issued:
Less than one year ago
- You will not have to pay any passport or processing fees, unless you request Expedited Service.
- Submit Form DS-5504 by mail with your limited passport, and a color passport photo. You may:
- Use our online guide to fill out and print Form DS-5504; or
- Print Form DS-5504 and complete by hand.
A trackable delivery method and a secure means of packaging (such as a sturdy cardboard or Tyvek envelope) are strongly encouraged to submit passport applications and personal documents by mail.
More than one year ago (but less than 15 years ago)
- Submit Form DS-82 by mail with your limited passport, a color passport photo, and all applicable fees. You may:
- Use our online guide to fill out and print Form DS-82; or
- Print Form DS-82 and complete by hand.
If your passport was issued domestically (in the United States) and was limited due to a citizenship, identity, name, or gender documentation deficiency, and was issued:
Less than one year ago (or two years ago for ongoing gender transitions or naturalization certificate replacements)
- You will not have to pay any passport or processing fees, unless you request Expedited Service.
- Submit Form DS-5504 by mail with your limited passport, a color passport photo, and evidence of your name change, U.S. citizenship, or gender change (you will have been advised in writing as to what evidence is required when your limited passport was issued). You may:
- Use our online guide to fill out and print Form DS-5504; or
- Print Form DS-5504 and complete by hand.

More than one year ago
- You must submit Form DS-11 in person at an Acceptance Facility or a Passport Agency, along with a valid ID and photocopy of that ID, a color passport photo, all applicable fees, and your evidence of U.S. citizenship, name change document or gender change documentation (if applicable; you will have been advised in writing as to what evidence is required when your limited passport was issued). You may:
- Use our online guide to fill out and print Form DS-11; or
- Print Form DS-11 and complete by hand.
Please note that if your passport was limited due to replacement of multiple lost or stolen passports, because you were a victim of a serious disaster or certain other uncommon reasons, you are not eligible to replace your limited passport. These procedures will not apply to your specific case, and more information and documentation will be required to obtain a full-validity passport. Consult the letter or instructions given to you with your limited validity passport for more information.
