Emergency Conservation Program (ECP)

 
The Emergency Conservation Program (ECP) assists producers to rehabilitate farmland damaged by a natural disaster (tornado, wildfire, flooding, drought, etc.). The program assist with items such as debris removal, restoring or replacing fence, repairing conservation structures and providing water for livestock during drought. The ECP is a cost share assistance program providing up to 75 percent of the cost to rehabilitate damaged farmland or providing livestock water during drought.

 
The local FSA office should be contacted before any repairs are begun on the damaged property.

 
Currently the ECP is available in the below listed counties with associated disaster event. If you have land affected by the listed disaster event in one of these counties you have until the final sign up date provided below to apply for ECP assistance.

Over the Counter Channel (OTCnet)

 
FSA/CCC is moving toward OTCnet, an electronic method for processing customer check payments. When a check is submitted for payment either in person or through the mail, the check will be converted into an Electronic Funds Transfer (EFT). The funds will be debited from the producer’s account, usually within 24 hours of receipt. Please see the U.S. Department of Treasury legal notices posted in the Service Center or visit the following link to the U.S. Department of Treasury Internet site for detailed information:

 

 

 
AGI Verification Process Requires Producers to Submit Forms to IRS

 
USDA and Internal Revenue Service will use an electronic information exchange process to ensure 2008-2013 payments have not been issued to producers whose average adjusted gross income (AGI) exceeds certain limits.

 

 
Note:AGI limitations are applicable for payments issued according to The Food, Conservation, and Energy Act of 2008 (the 2008 Farm Bill), as amended by the American Taxpayer Relief Act of 2012.

 

 

 
Continuous Conservation Reserve Program (CCRP)

 

 

 
Grassland Reserve Program (GRP)

 
The Grassland Reserve Program (GRP) is a voluntary conservation program that emphasizes support for working grazing operations, enhancement of plant and animal biodiversity and protection of grassland under threat of conversion to other uses.

 
Participants voluntarily limit future development and cropping uses of the land while retaining the right to conduct common grazing practices and operations related to the production of forage and seeding, subject to certain restrictions during nesting seasons of bird species that are in significant decline or are protected under Federal or State law. A grazing management plan is required for participants.

 
Producers may apply for GRP on a continuous bases at the local FSA or NRCS office. Applications will be periodically evaluated on an announced evaluation date for GRP funding as funding becomes available. Applications options are for a 10, 15, or 20 year rental contract or a permanent easement. Rental contracts receive an annual rental payment for the contract term. Rental rates are based on a county per acre rental rate. See the “Additional Information about GRP” link below for these rates. Permanent GRP easements receive payment based on the lowest amount of either the fair market value of the property less the grazing value of the land; geographical cap as determined by NRCS; or offer from landowner.

Dates and Deadlines:

 

 
  • February 19, 2013 –DCP and ACRE sign-up begins.

 
  • March 15, 2013 –NAP application closing date for spring and summer planted crops, including various fruit, vegetable, and grain crops as well as warm season grasses intended for grazing.

 
  • June 3, 2013 –ACRE sign-up period ends.

 
  • June 7, 2013 –SURE sign-up period ends for 2011 crop year losses.

 
  • August 2, 2013 –DCP sign-up period ends.

 

 
Ongoing:

 
  • Final notice of loss for Livestock Indemnity Program within 30 days after death of livestock is apparent.

 
  • NAP participants must provide notice of loss (CCC-576) due to damaging weather within 15 calendar days of a loss becoming apparent for a planted crop or within 15 calendar days of the final planting date if the crop cannot be planted.
