The Energy Performance Information Center (EPIC)

What is EPIC?

The Energy and Performance Information Center (EPIC) is a program designed to collect summary capital fund grant activity and energy efficiency measures (EEM) – planned and completed - being implemented with PIH Capital Fund Formula or RHF grants.  It is similar in appearance and functionality to the RAMPS program which was used to collect EEM for ARRA grants. 

Starting April 2, 2012,   PHAs are required to report their activities in EPIC on a quarterly basis after the conclusion of each quarter.  PHAs must submit a report for all open Formula and RHF grants.

Reporting in EPIC

The initial reporting period lasted six weeks, and all subsequent reporting periods will last only for four weeks.  PHAs will have from April 1, 2012 through May 18, 2012 to complete their initial reports.  Thereafter reporting will occur on a quarterly basis according to the chart below and reports for each quarter must be completed by the last day of the Reporting Period.

IMPORTANT:  EPIC is collecting summary capital fund grant activity and EEM activity - planned and completed- after the beginning of Federal Fiscal Year 2012.  Therefore, any EEM work completed prior to October 1, 2011 should not be reported on in EPIC.

EPIC can be found at: http://portal.hud.gov/app_epic.  Please add this to your Favorites in your web browser for easy future access.

Registration and User ID

As of March 28, 2012, All user information in the RAMPS program was migrated to EPIC.  If you had a user ID for RAMPS prior to March 29, 2012, the same user ID will be valid in EPIC. If you were not registered with the RAMPS system, you will need to register as a new user in EPIC.

If you are a new HUD user, you will need to request access HUD’s Secure System (WASS) through HUD’s CHAMPS system.  Once your WASS access has been established, please send an email to EPICHelp@hud.gov  to request access to EPIC.   In your email request, include your H number, your full name, your Field Office ID and your office telephone number.

If you are not a HUD user, you first need to get a Secure Systems log in ID (WASS user ID) and password by going to the Secure Systems user registration page: https://hudapps.hud.gov/public/wass/public/pha/phareg_page.jsp.  Once you have a Secure Systems logon ID and password, please send an email to EPICHelp@hud.gov  to request access to EPIC.   In your email request, include your M number, your PHA code, your full name and your office telephone number. 

Help!

If you already have access to Secure System (either a PHA or HUD user with a WASS user ID) and need access to EPIC because you were not a RAMPS user prior to March 28, 2012, please send an email to EPICHelp@hud.gov to request access to EPIC.   In your email request, include your M or H number, your full name and your office telephone number.  HUD employees should include their Field Office ID, and PHA employees should include their PHA code with their email request.

If you have forgotten your WASS password or if you are locked out and need to have your account unlocked, please contact the HITS National Help Desk at 1-888-297-8689. You may also use the password reset self-service utility at:  https://hudapps.hud.gov/reac/wass/resetPwd.html.
