Understanding Participation Rates in Medicaid: Implications for the Affordable Care Act

The Affordable Care Act significantly expands Medicaid eligibility to all U.S. citizens and qualified residents with family incomes at or below 138% of the Federal Poverty Level (FPL) starting in 2014. The extent to which expanded eligibility will translate into improved coverage depends on the rate at which those who become eligible actually enroll in the program. This issue brief summarizes our current knowledge of Medicaid participation rates (or "take-up") among children and adults who are already eligible for Medicaid. The brief also provides an overview of the current projections of take-up under the Affordable Care Act. [7 PDF pages]
