NGS "Bluebooking" process for GPS projects
The Adjust & Utilities program suite for GPS projects has been released to production. An update was required to allow non-shifted constrained coordinates to be written to the final B-file output.
This version of Adjust should be used to submit all GPS projects to NGS; projects submitted using previous versions will no longer be accepted after 30 days of this notice.
The previous release on July 13, 2015 was required so that new GPS project results are consistent with the NAD 83(2011/PA11/MA11) epoch 2010.00 realization.
The main changes to the Bluebooking process are:
computation of horizontal and vertical project error scale factors;
use of variable weights on constrained stations;
determination of network and local accuracies.
This version of Adjust should be used to submit all GPS projects to NGS; projects submitted using previous versions will no longer be accepted.
Please note:Earlier versions of Adjust prior to 6.4 write an incorrect value for the "up" component of local accuracies to the output Adjust summary file and bfile. Therefore versions of Adjust prior to 6.4 should not be used for submitting projects to NGS. The horizontal components of local accuracies and all components of network accuracies are correct in previous versions of Adjust.

Download a zip file with all PC executables, support files and documentation. Does not contain source code files.
DOWNLOADS:
adjust_all.zip contains the Adjust suite of programs for the PC.
ADJUST [version 6.4.1 - 2016/06/06]
Performs least squares adjustment on horizontal,
vertical angle, and GPS observations.
DOWNLOADS:
adjust.exe [version 6.4.1 - 2016/06/06] is the PC executable.
adjust_supplemental.txt [2016/06/06] contains supplemental documentation for changes of Adjust since Jan 2008 (versions 5.2 and later).
samples.zip [2016/06/06] has sample input, output, and data files for adjust, chkobs, obschk, and make86.
adjust_v641.zip [2016/06/06] contains program source code
Constrained Adjustment Guidelines [2016/06/06] -- recommended adjustment procedures and step-by-step approach for adjusting GPS projects.
CHKOBS [version 3.4 - 2016/06/06]
Checks a horizontal (Vol 1) bluebook observation dataset
for correct structure and syntax. Also checks the network and local accuracies.
Now with optional prompts.
Supercedes program newchkobs.

Files Required to run CHKOBS:
newerror.dir is the required error listing file.

OBSCHK [version 3.3.1 - 2016/10/03]
Checks the integrity of the B-file (Horiz bluebook) and G-file.  
Obschk is not a complete checking program. 
Program chkobs performs additional syntax and structure checks
on the B-file and should be run prior to obschk.

OBSDES [version 2.5 - 2005/05/11]
OBSDES compares a horizontal Blue Book Description data set
with its respective Blue Book Observation data set.
OBSDES produces a list of error messages along with the description
data set record and observation data set information.

CLUSTER
used to identify geodetic stations which are
common to two data sets with respect to name or a given
position tolerance.

COMPVECS [version 1.2 - 2006/02/16]
is used to find differences among redundant vectors
in a G-file. It requires a horizontal bluebook with *80*
position data records.

compVecs_v12.zip contains program source.
CR8SER [version 1.3 - 2009/04/15]
extracts data from Horizontal Blue Book file with GPS observations to create a station serial number file (serfil). A serfil is required for program COMPGB

DIFLATLON [version 1.10 - 2009/12/16]
finds the difference in position, ellipsoid and orthometric
heights for the same station as reported in two horizontal
files with *80* and *86* records.

diflatlon_v110.zip contains program source.
ELEVUP [version 1.3 2010/05/10]
Creates a bfile which combines the bfile output from
the constrained horizontal adjustment with the bfile output from
the constrained vertical adjustment. This new bfile contains
*80* records with adjusted positions from the horizontal and
*86* records with the ellipsoidal heights from the horizontal
adjustment and the orthometric heights and geoid heights
from the vertical adjustment.

elevup_v13.zip contains program source.
MAKE86
which adds *86* records to the bfile. If the existing
*80* records contain orthometric heights, these are added to
the new *86* records.

PREPLT2 [version 1.2 - 2013/06/07]
reads ADJUST output file and writes residual
components, baseline length, SSNs and designations to an output
file in tabular format.
