Timothy O. Horne serves as the Federal Transition Coordinator for the 2016 Presidential Transition.

Horne’s experience supporting Presidential transitions began in 2008 when he served as the Director for the U.S. General Services Administration’s (GSA) Presidential Transition Support Team.  As Director, Horne maintained responsibility for the delivery of office space, supplies, and technology to the eligible candidate teams and, later, the Office of the President-elect.

As the Federal Transition Coordinator, Horne serves as the primary liaison to the eligible candidates while carrying out the duties and authorities of the GSA relating to Presidential transitions.  He also maintains membership on the White House Transition Coordinating Council and serves as Co-Chair of the Agency Transition Directors Council.  In each of his roles, Horne coordinates transition planning across agencies and ensures compliance with all statutory requirements relating to transition planning and reporting.  He also provides guidance to, and facilitates communication between, transition representatives of eligible candidates, senior employees in agencies, and the Executive Office of the President.

While fulfilling his duties as Federal Transition Coordinator, Horne also serves as the Regional Commissioner for GSA’s Public Buildings Service (PBS) Rocky Mountain Region. He has served in this position since April 2015, previously serving as the Regional Commissioner for GSA’s Federal Acquisition Service (FAS) Rocky Mountain Region since 2007.  As the PBS Regional Commissioner, Horne provides strategic direction regarding the design, construction, management and maintenance of federal and leased properties throughout Colorado, Montana, North Dakota, South Dakota, Utah, and Wyoming. In doing so, he leads a region comprised of approximately 325 employees and 18 million square feet of office, laboratory, and warehouse space.

Horne earned dual bachelor’s degrees in finance and communications from Regis University in Denver, Colorado.
