Multifamily Housing Guidance for Disaster Recovery

Chapter 38. Multifamily Emergency/Disaster Guidance to HUD Handbook 4350.1, Multifamily Asset Management and Project Servicing provides background and up-to-date guidance on HUD's policy and procedure regarding disaster recovery efforts by the Office of Multifamily Housing Programs after a Presidentially-Declared Disaster (PDD). Chapter 38 supersedes all previous Notices regarding PDDs.

Over the years the Department has acquired a great deal of knowledge on how to efficiently respond to a Presidentially Declared Disaster (PDD) and developed guidance that covers  the many different aspects of servicing multifamily properties that were damaged or vacated as a result of a PDD.  This new Chapter 38 to HUD Handbook 4350.1, Multifamily Asset Management and Project Servicing, assembles guidance issued in previous Notices and memoranda into one Handbook Chapter and updates it with what we have learned since Hurricane Katrina.

The Chapter also applies to all HUD insured/assisted properties in situations where the Hub Director determines that an emergency exists. The procedures incorporated in this chapter provide HUD staff, owner

When the President declares a disaster, HUD participants must check with the Federal Emergency Management Agency (FEMA) to learn which counties have been designated for disaster recovery and the corresponding declaration dates.

Individuals affected by a disaster may request disaster help by registering for assistance through FEMA's Individual Assistance Center.
