Information and communication technologies play an increasing role in the security of the United States. Cyberspace is both a resource on which our continued security and prosperity depends, and a globally contested medium within which threats manifest themselves. As their cyber capabilities grow, our adversaries are demonstrating a willingness to use cyberspace as a platform for espionage, attack, and influence. Foreign Intelligence Entities continue to quietly exploit our nation’s public and private sectors in the pursuit of policy and military insights, sensitive research, intellectual property, trade secrets, and personally identifiable information.

Chairman Nunes, Ranking Member Schiff, and distinguished members of the Committee, I am here today to discuss how the Intelligence Community (IC) has been supporting the Department of Defense (DoD), particularly since the advent of the Office of the Director of National Intelligence (ODNI). The unclassified nature of this statement precludes us from discussing in detail many aspects of this intelligence support. As a result, we would welcome any opportunity to meet with you in closed session to fully discuss our intelligence support.

Congress has today released additional portions of the Congressional report, Joint Inquiry into Intelligence Community Activities Before and After the Terrorist Attacks of September 11, 2001, that have been declassified.  The ODNI coordinated a declassification review—pursuant to Executive Order 13526—before sending the report back to Congress for their release.  The decision to authorize the release of this information is not an endorsement of, or concurrence in, its accuracy or reliability.
