Anti-Human Trafficking TTA Solicitation Released

BJA has released the FY 2017 competitive grant announcement for the National Anti-Human Trafficking Training and Technical Assistance (TTA) for Law Enforcement Task Forces Program. This announcement specifically requests submissions from applicants to serve as a nationwide TTA provider. Apply by: March 9, 2017.

Human Trafficking Task Force Funding Solicitation – Webinar to Explain the Solicitation
Human trafficking is modern-day slavery. As the number of human trafficking cases increases across the U.S., law enforcement agencies often face challenges related to funding investigations, coordinating the prosecution of traffickers, and recovering and meeting the needs of victims. The Bureau of Justice Assistance (BJA) and the Office for Victims of Crime (OVC) have worked collaboratively since 2010 to fund the Enhanced Collaborative Model (ECM) to Combat Human Trafficking Task Force initiative, funding more than 35 task forces in various locations across the U.S.

The International Association of Chiefs of Police (IACP) has been selected to serve as the new National Human Trafficking Training and Technical Assistance provider.  IACP in partnership with AEquitas and Urban Institute will implement a comprehensive approach to provide training and technical assistance to support the work of BJA-funded Law Enforcement Anti-Human Trafficking Task Forces and other law enforcement agencies, criminal justice professionals and communities, across the U.S., in combatting all forms of human trafficking.  http://www.theiacp.org/

Prior Accomplishments
Since 2004, BJA has funded a total of 48 Anti-Human Trafficking Task Forces. Those task forces have identified 3,336 persons as potential victims of human trafficking and had requested either continued presence or endorsed T-visa applications for 397 of those potential victims. The task forces have also trained 85,685 law enforcement officers and others in identifying the signs of human trafficking and its victims. BJA has four previously-funded, active task forces combatting human trafficking in the State of Ohio; Harris County, TX; City of Arlington, TX; and Fairfax County, VA.  The FY 2015 task forces will bring the number of BJA-funded, operational task forces to 20, located in 17 states.

BJA has competitively selected The International Association of Chiefs of Police, Inc. to provide law enforcement related training and technical assistance (TTA)  to the BJA/OVC-funded task forces.  IACP will conduct a comprehensive analysis of task force training and technical assistance needs and will match those needs with available resources and the coordination of targeted TTA to support innovative investigative and prosecutorial techniques.  Additionally, IACP will work with the task forces by enhancing existing trainings, providing peer-to-peer learning opportunities, and emphasizing evidence-based, best practices, via online platforms.  The TTA will emphasize the importance of effective collaboration among task force partners, data collection, and analysis.  

BJA is working with a variety of organizations to provide technical assistance and training to improve the abilities of task forces to: 1) identify and rescue victims; 2) proactively investigate trafficking and successfully prosecute traffickers; and 3) to raise the awareness of communities to the menace of trafficking and the plight of its victims.

Presently BJA provides immersion training to task forces conducted by leadership task forces. Leadership task forces are Clearwater, Florida; Harris County, Texas; and Seattle, Washington. These task forces have developed effective proactive investigation strategies and have agreed to share their expertise with other task forces to collectively improve identification and rescue of victims of human trafficking. In addition, a new Advanced Anti-Human Trafficking Training course is under development.

The Institute for Intergovernmental Research developed a train-the-trainer curriculum for law enforcement about identifying and rescuing victims of human trafficking, and is now taught by the Upper Midwestern Community Policing Institute.
