MEMORANDUM FOR CHIEF HUMAN CAPITAL OFFICERS
From:

John Berry
Director

Subject:
Forum on Reservist Differential

I invite you and your human resources staff to attend a forum on Friday, December 11, 2009, from 9:00 a.m. to 11:00 a.m. to discuss the reservist differential provision in 5 U.S.C. 5538, which was added by section 751 of the Omnibus Appropriations Act, 2009 (Public Law 111-8, March 11, 2009).  The forum will be held in the Campbell Auditorium at the U.S. Office of Personnel Management (OPM), 1900 E St. NW., Washington, DC.  For those unable to attend, the forum will also be webcast.

By separate memorandum, OPM is issuing detailed guidance on the new statutory provision which covers Federal civilian employees who are members of the Reserve or National Guard and who are ordered to perform active duty in the uniformed services under certain specific provisions of law.  At the forum, we will provide an overview of the reservist differential policy guidance, including administering and calculating payments.  Representatives from the Department of Defense also will participate to provide information on qualifying active duty, military orders, and military leave and earning statements.

To facilitate the security check-in procedure, please RSVP to reservist-differential@opm.gov if you plan to attend this forum. You can also email reservist-differential@opm.gov to request webcast instructions. For further information, you may contact Miranda Rocker of OPM’s Center for Pay and Leave Administration at (202) 606-2858.
