Data-Sharing Road Map: Improving Student Outcomes through Partnerships between PHAs and School Districts

Nearly four million children live in HUD–assisted housing. This “Data-Sharing Road Map” provides guidance on how PHAs can collaborate with school districts and other partners to identify data-driven strategies for strengthening the educational outcomes of students living in public housing and Housing Choice Voucher (HCV) units. Based on the experience of PHAs that have successfully negotiated data-sharing partnerships, this Road Map provides practical guidance for establishing these partnerships and using the data effectively.

Assessment of Fair Housing Tool for Public Housing Agencies HUD Exchange Website 

On January 13, 2017, HUD announced through the Federal Register the availability of the Assessment Tool Public Housing Agencies (PHAs) will use to conduct and submit an Assessment of Fair Housing (AFH) to assist in fulfilling their obligations under the Affirmatively Furthering Fair Housing Rule. The Assessment Tool will also be used for AFHs conducted through joint and regional collaborations between such PHAs. Housing Opportunities Through Modernization Act (HOTMA) of 2016

HUD published a new Federal Register Notice on January 18, 2017, to implement a number of HOTMA provisions that affect the Housing Choice Voucher (HCV) and Project Based Voucher (PBV) programs. The notice also seeks public input on both the implementing requirements in the document and future changes to these programs. Comments are due on March 20, 2017, and the provisions in the notice will become effective on April 18, 2017. You can send questions about the HOTMA notice to HOTMAquestionsPIH@hud.gov.

Streamlining Administrative Regulations for Multifamily Housing Programs and Implementing Family Income Reviews under the Fixing America’s Surface Transportation (FAST) 

The interim rule makes effective a provision of the Fixing America’s Surface Transportation Act (FAST Act) of 2015 to permit triennial recertification of income for families with primarily fixed income.

The rule would permit PHAs to conduct income reexaminations for families every three years if a family’s income is derived from at least 90 percent fixed income sources, and if the family certifies that their fixed income sources have not changed from the previous year. This interim rule would reduce administrative burden on public housing agencies and enable more efficient use of scarce resources.

The interim rule has been sent to the Federal Register for publication, but as of today, HUD has not been given a publication date for the rule. Once HUD receives the publication date from the Federal Register, HUD will notify interested parties of the dates regarding the solicitation of comments and the effective date. Jobs Plus Pilot Program

The purpose of the Jobs Plus Pilot program is to develop locally-based, job-driven approaches to increase earnings and advance employment outcomes through work readiness, employer linkages, job placement, educational advancement technology skills, and financial literacy for residents of public housing. The place-based Jobs Plus Pilot program addresses poverty among public housing residents by incentivizing and enabling employment through income disregards for working families, and a set of services designed to support work including employer linkages, job placement and counseling, educational advancement, and financial counseling.
