    Payroll Benchmarking

    The HR LOB Federal Payroll Benchmarking Reports document comparisons between Federal payroll providers-reported results, Federal aggregates, and industry medians for eight measures developed the HR LOB in partnership with Federal payroll processing subject matter experts. The HR LOB encourages payroll providers to use the information in these reports as a starting point to examine payroll processes and build partnerships for the purpose of leveraging beneficial practices to increase operational efficiencies. The information included in these reports should not be used to make decisions regarding payroll provider spending without additional research into payroll services, populations served, and other organizational characteristics that impact the cost of payroll systems and services.

    HR LOB Federal Payroll Benchmarking Report - July 2013 - HR LOB completes the fourth Federal Payroll Benchmarking Report which includes an additional payroll provider and provides updated comparisons between the federal aggregate and industry benchmarks.

    HR LOB Federal Payroll Benchmarking Report - November 1, 2011 - HR LOB completes the third Federal Payroll Benchmarking Report. This third report uses data from FY 2007 and 2008 to provide picture trends across the reporting periods for the federal payroll providers and compares that data with those of comparable industry benchmarks.     HR LOB Federal Payroll Benchmarking Report - October 1, 2009 - HR LOB completes the second Federal Payroll Benchmarking Report. This second report uses data from FY 2008 to help provide a more current picture of federal payroll providers and compares that data with those of comparable industry benchmarks.

    Agency HR Benchmarking

    The HR LOB Agency HR Benchmarking Reports document comparisons between agency-reported results, Federal aggregates, and industry medians for two measures: HR Cost per Employee Serviced and HR Servicing Ratio. The HR LOB encourages agencies to use the information in these reports as a starting point to examine fluctuations in HR spending over time and conduct deeper analyses of the components and drivers of HR spending. The information included in these reports should not be used to make decisions regarding agency HR spending without additional agency-specific research into agency HR services, population, and other organizational characteristics that impact the cost of HR.

    HR LOB Agency HR Benchmarking Report - July 2013 - HR LOB completes the third Agency HR Benchmarking Report which includes additional agency participants and provides updated trends in the federal aggregate.

    HR LOB Agency HR Benchmarking Report - September 2010 - HR LOB completes the second Agency HR Benchmarking Report which provides a more current picture of the performance of federal agencies.

    HR LOB Agency HR Benchmarking Report - November 2009 - HR LOB completes the Agency HR Benchmarking Report which documents the performance of federal agencies.

    Shared Service Centers HR Benchmarking

    The HR LOB SSC HR Benchmarking Report documents comparisons between Federal shared service center-reported results, Federal aggregates, and industry medians for three measures: HR FTE Cost Per Employee Serviced, HR Servicing Ratio, and HR Information Technology Spend Per Employee Serviced. SSC HR Benchmarking results may be used by SSCs as a baseline to begin examinations of HR spending and services. The information included in these reports should not be used to make decisions regarding SSC HR spending without additional SSC-specific research into HR services, population, and other organizational characteristics that impact the cost of HR systems and services.
