OPM’s Leadership Education and Development Certificate Program (LEAD)

LEAD provides a complete leadership development curriculum for current and aspiring government leaders.  LEAD is designed to recognize the developmental efforts of government employees by providing official recognition of achievement at a given level of leadership.  Each leadership level requires the participant to complete five courses within three years.

Executive Track

Participants in the Executive LEAD track take:

1. Assessment course:                
• Senior Executive Assessment Program (GS-15)    
2. One of the core development courses:            
   • Leadership for a Democratic Society             
   • Executive Development: Leading Change: Blended Format                
3. One of the policy awareness courses:            
   • Dynamics of Public Policy                    
   • Environmental Policy Issues                   
   • Federal Regulatory Policy
   • Federal Budgetary Policies and Processes                   
   • Science, Technology and Public Policy                   
4. Two of the skill immersion courses:            
• Collaborating Across Organizational Boundaries                    
• Crisis Leadership                   
• Leadership Competencies: Preparing for the Next Step                 
• Leading Through Constructive Conflict                   
• Leadership for a Global Society                   
• Resiliency 2.0
