NOTICE: Change In Terminology From Solicitation to BAA
A major change in terminology (not practice) will take place starting August 26, 2016 with the DoD's 16.3 SBIR and 16.C STTR. What was previously known as a "Solicitation" will now become a Broad Agency Announcement (BAA) or simply "Announcement".
This change DOES NOT denote any change in the competitive SBIR/STTR process. [read more...]
The ONLY reason for this change is to avoid confusion on the part of some persons that this research announcement was governed under the competitive procedures of Federal Acquisition Regulation (FAR) Part 15 which generally uses the term " solicitation" and FAR Part 35 which applies to the acquisition of research.
This research announcement is and has always been issued under the requirements of FAR Part 35 as a BAA. This change DOES NOT denote any change in the competitive process which is governed by the rules of 15 U.S.C. 638 and both the Small Business Administration issued Policy Directives for the Small Business Innovation Research and Small Business Technology Transfer Programs, as well as FAR Part 35.
This DOES NOT remove any existing requirements or provisions of the competitive process including:
- A pre-release period prior to the announcement's "opening" for receipt of proposals;
- Availability of topic authors to receive and answer questions during the pre-release period;
- Availability of an electronic system for the display of questions and answers received after the pre-release period ends;
- An electronic area for the posting of announcement amendments, topic changes and document postings;
- An electronic system for the submission of proposals;
- An announcement provision for the request and distribution of debriefs

USPTO to Host SBIR Intellectual Property Webinars
The USPTO is delighted to announce the release of the third installment of the quarterly Intellectual Property educational webinars (IPEW) for SBIR/STTR small businesses, presented live on Nov 7 - Nov 16, 2016.
These 90-minute webinars have been designed specifically to address the most common IP issues facing small businesses funded by the SBIR/STTR program. [read more...]

| The DoD issued its 2016.3 BAA SBIR pre-release on August 26, 2016, which opened to receive proposals on September 26, 2016, and closes October 26, 2016 at 6:00am ET.
This BAA is inclusive of 4 phase I topics from 3 of the Navy's SYSCOMS, and 2 Direct to Phase II topics from 2 of the Navy's SYSCOMS.

Direct to Phase II (DP2) is a new pilot implementation by the DON to make an award to a small business concern (SBC) under Phase II of the SBIR program with respect to a project, without regard to whether the SBC was provided an award under Phase I of an SBIR program with respect to such project. During the BAA period, communication between small businesses and topic authors is highly encouraged. During the Pre-Release period, you may talk directly with topic authors to ask technical questions about the topics. Their names, phone numbers, and e-mail addresses are listed within each BAA topic.

For reasons of competitive fairness, direct communication between proposers and topic authors is not allowed during the Open period when DoD is accepting proposals for each BAA.
However, proposers may still submit written questions about BAA topics through the SBIR/STTR Interactive Topic Information System (SITIS). In SITIS the questioner and respondent are anonymous and all questions and answers are posted electronically for general viewing until the BAA closes. All proposers are advised to monitor SITIS during the Open BAA period for questions and answers and other significant information relevant to their SBIR/STTR topics of interest.

Posting of Navy FY-2016.B STTR Selections
In order to keep small businesses informed about the Navy's 16.B STTR proposal selection status, the Navy posts a list of SBIR/STTR "Selectees" as they are chosen (see Browse Phase I
Selections in the box on the right). A selectee is a company selected for "further consideration", meaning that the proposal is of interest, but the final decision and contract
negotiation is not complete. Being listed as a selectee on this web site is NOT a notification of contract award.
The list of selections is an ongoing process that may take several months to complete. You can register on the 16_STTR_B-selections.html page
to receive email notifications of updates to the list.

News from the Navy FST Conference
The Navy held its 2016 Forum for SBIR/STTR Transition (FST) May 16-18, 2016 at the Gaylord Convention Center in National Harbor, MD.
The FST conference featured many successful SBIR/STTR small businesses who utilized the event to display their SBIR/STTR funded technologies to warfighters, government acquisition and technical personnel, large primes, system integrators, and other potential partners/collaborators.

Authorities to Transform SBIR Opportunities
Three major authorities have been issued that should transform SBIR/STTR opportunities for entrepreneurs, industry, and the government acquisition community. They are:
- Better Buying Power 3.0 (BBP 3.0) – a fundamental DoD acquisition policy statement that creates important new on-ramps for small business in general and SBIR/STTR in particular. Procedures and processes
to implement this broad policy statement are forthcoming. More information is on the BBP 3.0 web site at bbp.dau.mil/
- DoD Instruction 5000.02 (DoDI 5000.02) – a formal prescription, for the first time, of DoD acquisition goals and tracking/reporting requirements for SBIR/STTR in alignment with BBP 3.0.
- Tapping Into Small Business in a Big Way – a memo from Assistant Secretary of the Navy Sean Stackley that provides SBIR/STTR implementation guidance to the DON’s acquisition community, with a focus on
increased use of Phase III contracts to improve SBIR/STTR commercialization (i.e., deployment) outcomes and help acquisition management meet cost, schedule and performance goals.
