The purpose of this handbook is to provide informal guidance to the public concerning the filing of an antidumping or countervailing duty petition and the investigation and possible review that follow. Antidumping and countervailing duty laws are administered jointly by the U.S. International Trade Commission ("Commission") and the U.S. Department of Commerce ("Commerce"). Each agency has specific responsibilities under the law. This handbook is intended to address in detail only the Commission's role in the overall process, although frequent general references are made to Commerce throughout.
