Authorizing Statutes
The Administration for Community Living (ACL) administers programs under several authorizing statutes.
The Developmental Disabilities Assistance and Bill of Rights Act of 2000 (DD Act) is administered by the Administration on Intellectual and Developmental Disabilities.
The Older Americans Act is administered by the Administration on Aging.
In addition, ACL is also responsible for administering other authorizing statutes relevant to older Americans and individuals with disabilities.

Section 398 of the Public Health Service Act: AoA administers the
Alzheimer’s Disease Disease Supportive Services Program (ADSSP) program created by Congress in 1991 under Section 398 of the Public Health Service Act (P.L. 78-410; 42 U.S.C. 280c-3). It was amended by the Home Health Care and Alzheimer’s Disease Amendments of 1990 (PL 101-557) and by the Health Professions Education Partnerships Act of 1998 (PL 105-392).

Health Insurance Portability and Accountability Act (HIPAA): AoA receives Health Care Fraud and Abuse Control (HCFAC) funding as authorized by the Health Insurance Portability and Accountability Act (HIPAA) of 1996. The HCFAC funds, which are received from the Medicare Trust Fund, are used to support
Senior Medicare Patrol infrastructure, technical assistance, and other program support and capacity-building activities designed to enhance program effectiveness.

Title XXIX of the Public Health Service Act (42 U.S.C 201): AoA administers the Lifespan Respite Care Program created by Congress in 2006 under Title XXIX of the Public Health Service Act.

Help America Vote Act (HAVA) (PDF): Signed into law on October 29, 2002, HAVA (PDF) assigns responsibility for the administration of the law’s disability provisions (sections 261 and 291) to the Secretary of the U.S. Department of Health and Human Services, who delegated the responsibility to the Administration on Intellectual and Developmental Disabilities (formerly known as the Administration on Developmental Disabilities).
- H.R. 803, the Workforce Innovation and Opportunity Act, provides comprehensive change to a number of employment and education-related programs, including services for people with physical, intellectual, and developmental disabilities.
