Coordinated Technology Implementation Program (CTIP)

The Coordinated Technology Implementation Program (CTIP) is a coordinated and cooperative technology development and sharing program among the FLH and agencies participating in the Federal Lands Transportation Program (FLTP) and Tribal Transportation Program (TTP). The CTIP program was established in 1987 to improve the Federal Lands Highway programs through mutually funded and developed projects to deploy innovative, unique, or under-used transportation technology. The initial supported Federal Land Management Agencies (FLMAs) included the Bureau of Indian Affairs (BIA), U.S. Forest Service (FS), and the National Park Service (NPS). The U.S. Fish and Wildlife Service were included in 1999 and the U.S. Army Corps of Engineers and Bureau of Land Management were added under Moving Ahead for Progress in the 21st Century Act (MAP-21).

Through the CTIP process, proven technologies are identified to respond to challenges that impact FLMA and tribal transportation infrastructure and promote safety enhancement, efficiency, and sustainability. CTIP has advanced innovations to improve project design, construction, maintenance, safety, and operations. You can review lists of the innovations undertaken by fiscal year below.

CTIP Council Transforms to Innovation Council

In 2010, the FHWA introduced the state based Innovation Council (STIC) concept to transportation organizations and industry partners to foster ownership and pride in establishing a process in which ideas, innovative techniques and processes can be evaluated and implemented quickly and proficiently. Recognizing the CTIP efforts in promoting innovation and encouraging the adoption of new approaches, FHWA has designated the CTIP Council as a Federal Innovation Council.
