National Performance Measures
Fifteen National Performance Measures (NPMs) across six population health domains were established for the Title V MCH Services Block Grant program. Based on its identified priority needs, States select eight of the 15 NPMs for programmatic focus. For each of these selected NPMs, States develop at least one related Evidence-based or –informed Strategy Measures (ESMs) to assess and demonstrate the impact of its State Title V strategies on the NPM.

- There is a large investment of resources by States on maternal and child health (MCH) issues;
- The measure is considered to be modifiable by Title V activities;
- States could delineate measurable activities to impact the measure;
- Significant disparities are shown to exist in MCH population groups;
- Research indicates that the condition or activity has large societal costs; or
- Research indicates that health promotion of the behaviors, practices, or policies has resulted in improved outcomes.
The chart for a National Performance Measure (NPM) displays the national baseline data, the State baseline data, and the objectives that the State determined for the measure. As indicator data are available for 2016-2020, these data will populate the chart. Based on the identified priority needs, the State selected the following eight NPMs for programmatic focus during the five-year reporting cycle.
