Population Domains
The breakdown of the Maternal and Child Health (MCH) population into six domains
serves as an organizing concept for States in summarizing their programmatic strategies,

Children with Special Health Care Needs (CSHCN), Adolescent Health, and Cross-cutting /Life Course.

Progress in improving outcomes related to the six domains, as defined by the National Outcome Measures (NOMs),
is assessed through annual reporting of performance indicators by individual States for their selected
National Performance Measures (NPMs). States select at least one of the performance
measures associated with each domain.
